U.S. tech companies' support for open-weight AI models continues to expand. As of July 26, the number of enterprises and organizations that have signed an open letter supporting open-weight AI models has grown to 50, with new members including Google, AMD, Cloudflare, Block, and Ollama. Previous signatories include Nvidia, Microsoft, IBM, Meta, OpenAI, Y Combinator, GitHub, and Cisco. The open letter, initially signed by 25 U.S. tech companies on July 24, calls for promoting the development of open-weight AI models to foster innovation and competition in the AI field.
The open letter draws on the history of the open-source software movement to argue the critical importance of open-weight AI models for the United States to seize the initiative in the AI era. Open-weight models can be downloaded, modified, and deployed independently by anyone, lowering the barriers for various institutions to use advanced AI, energizing market competition, preventing the concentration of AI benefits among a few companies, and giving users technical autonomy, freeing them from vendor lock-in.
Although open-weight models pose risks such as difficulty in controlling derivative versions, the open letter points out that closed models also have safety issues. An open ecosystem can mobilize a broad range of researchers to identify vulnerabilities and improve safety protections, making it an important path to achieving AI safety. Signatories believe that open-weight models can enhance safety more effectively through community collaboration.
Notably, Amazon and Anthropic have not yet signed the statement, drawing external attention. Forbes analysis suggests this is primarily due to commercial interestsāAmazon is Anthropic's largest investor, and Anthropic has consistently provided only closed-source AI model services, adhering to an 'AI safety' stance. This absence highlights the divergence within the tech industry over open-source versus closed-source AI paths.
Experts point out that the growing camp of open-weight AI model supporters reflects an urgent industry need to break the monopoly of a few giants. By opening up models, small and medium-sized enterprises and research institutions can also participate in AI innovation, thereby accelerating technological progress. However, safety and controllability remain points of contention, with closed-model proponents emphasizing regulatory convenience.
In the future, as more companies join the open-weight camp, the ecological landscape of AI may shift. Meanwhile, the positions of Amazon and Anthropic could influence other companies' decisions, and industry standards and regulatory policies will need to keep pace to balance openness and safety.
