The Debian project recently concluded an important general resolution vote on artificial intelligence policy, ultimately passing the 'Responsible Use of Generative AI' proposal. This vote aimed to clarify the project's stance on contributions made using AI tools such as large language models, following deliberations among developers over options ranging from complete prohibition to partial allowance or cautious restriction. Published under Section 4.1, Clause 5 of the Debian Charter, this resolution represents the project's attitude at the time of adoption and may be adjusted as future needs arise.
The resolution states that Debian neither endorses nor prohibits the use of generative AI tools in development, maintenance, and documentation. The project acknowledges that, when used responsibly, these tools can significantly enhance contributor efficiency, allowing them to focus their efforts on tasks requiring greater technical expertise, judgment, and collaboration. However, all submitted contributions, regardless of whether AI assistance was used, must meet the same standards of quality, correctness, maintainability, and legal compliance.
Debian emphasizes that using AI does not absolve contributors of their responsibilities. Contributors must fully understand, review, test, and modify AI-assisted outputs; blindly accepting or directly uploading generated content without proper human review is prohibited. The project encourages, but does not require, contributors to disclose whether their contributions used AI assistance.
Regarding complex legal issues arising from generative AI content, such as copyright, authorship, and connections to training data, Debian states that this resolution does not address these unresolved legal disputes and will not take a definitive stance on them. The project will continue to rely on each contributor's personal judgment and responsibility, requiring consideration of source and licensing implications when using tools, and avoiding the introduction of content with unclear legal status.
The resolution also requires contributors to exercise caution when incorporating AI tools into workflows, ensuring that confidential information, security vulnerabilities, keys, credentials, and other non-public materials are not leaked to third-party AI services. Furthermore, any automated operations that could have a broad impact on the project, such as bulk submissions or large-scale code modifications, still require prior discussion and consensus, and must be supervised and accountable by humans.
Debian confirms that this new policy neither excludes AI contributions from existing standards nor imposes special rules. Responsibility for each contribution remains with the submitter, who must account for its technical quality, legal acceptability, and suitability. The voting results have been confirmed on the Debian voting mailing list, and moving forward, the project will adopt 'Responsible Use of Generative AI' as its policy stance for handling AI-assisted contributions.
