Former White House teleprompter operator Gabriel Perez has been fined $172,000 by the Commodity Futures Trading Commission for insider trading in prediction markets. The CFTC announced Friday that Perez misappropriated confidential advance knowledge of presidential speeches to trade "presidential mention market" contracts on the Kalshi exchange. These event contracts payout based on specific words or phrases President Donald Trump uses in a speech, creating a direct opportunity for someone with advance access.

Perez's role gave him access to draft speeches before their delivery. The CFTC's order states that between December 2025 and February 2026, he used this nonpublic information to generate over $107,500 in profits. The settlement requires him to disgorge $107,539.02 in gains and pay a $65,000 civil penalty.

In addition to the financial penalties, Perez must accept a three-year ban from trading and cease any further violations of the Commodity Exchange Act. The regulator noted the penalty was significantly reduced under a new cooperation policy, citing Perez's exemplary assistance during the investigation. The CFTC also credited exchange operator Kalshi for its help in uncovering the misconduct.

This case highlights significant insider-trading risks shadowing the rapid growth of prediction markets. These platforms allow users to bet on real-world outcomes, from politics to sports, creating openings for exploitation by insiders. The CFTC's action underscores its stance that event contracts are swaps subject to existing anti-insider-trading rules.

The incident is not isolated. Earlier this year, a U.S. soldier faced charges for alleged Polymarket trading linked to a military operation in Venezuela, with over $400,000 in illicit gains. Separately, a MrBeast video editor was fired in March amid a Kalshi insider-trading probe, showing a pattern of scrutiny in the sector.

In response, Kalshi has worked through a backlog of suspicious-activity reviews and implemented new safeguards. The exchange faces growing pressure as prediction markets attract billions in trading volume and increased regulatory attention. The CFTC's enforcement signals a clear warning that misuse of nonpublic information in these markets will face consequences.

Looking ahead, this settlement sets a precedent for how regulators may treat insider trading in emerging financial technology. As prediction markets move further into the mainstream, participants and platforms alike must navigate stricter compliance frameworks. The episode reinforces that traditional financial regulations are adapting to police new digital marketplaces.
