On November 2, during Hong Kong Fintech Week 2026, TenPay Global, Tencent's cross-border payment platform, signed a memorandum of cooperation with Mastercard. The two parties announced that they will combine Mastercard's global network with the WeChat Pay ecosystem to enable inbound tourists to use their existing digital wallets or banking apps to complete payments at merchants in China that support QR code payments. The scope of cooperation will also extend to cross-border remittances and agentic payments. The signing is seen as a simultaneous advance in inbound payment interoperability and AI payment exploration.

The cooperation is underpinned by rapid growth in inbound spending and transactions via overseas wallets. Mastercard data shows that in the year ending June 2026, inbound spending in mainland China grew 51.3% year on year. From January to August 2026, the number and value of transactions made in China by overseas e-wallets via WeChat Pay increased by 81.8% and 80.6% year on year, respectively. Tencent hopes to leverage this momentum to enable overseas tourists to complete everyday spending in China without opening new accounts or switching payment tools.

TenPay Global's existing network provides the foundation for the cooperation. At present, the platform cooperates with more than 60 banks and remittance institutions worldwide, supporting funds from more than 150 countries and regions to be remitted into China. The platform also connects more than 40 overseas wallets in 13 countries and regions. This cooperation intends to integrate payment processing, currency exchange, risk management, and fraud prevention capabilities, and to join forces with digital wallet service providers, financial institutions, and payment service institutions to expand the coverage of cross-border QR code payments.

In terms of solution coordination, the memorandum will complement Mastercard's "Travel China, Mastercard" program launched in 2023 and the Wallet Pay digital wallet interoperability solution introduced in September 2026. Wallet Pay supports NFC, QR codes, and online payments, covering more than 200 countries and regions and more than 150 currencies. The solution has already connected fintech companies such as TenPay Global, making the implementation path of the two parties' cooperation clearer.

Cross-border remittance is another focus of the cooperation. TenPay Global will rely on Mastercard Move, Mastercard's money movement business, to deepen existing cooperation, enabling more overseas remitters to send funds into the WeChat ecosystem. Mastercard Move covers more than 200 countries and regions and supports settlement in more than 150 currencies, which means the coverage and fund arrival efficiency of the remittance chain are expected to be further improved.

The cooperation also extends to the field of agentic commerce. The two parties will explore trust, security, and interoperability in agentic payments around products such as Mastercard Agent Pay, Agent Connect, and Virtual C-Suite. Among them, Agent Pay uses a "verifiable intent" mechanism so that AI agents can complete purchases only after receiving explicit authorization; Agent Connect provides merchants with a unified connection point for accessing multiple AI agents and payment service providers; Virtual C-Suite provides AI-driven financial and operational decision support for small and medium-sized enterprises.

Industry observers believe that this cooperation advances inbound QR code payments, cross-border remittances, and AI agent payments within the same framework, reflecting that competition in cross-border payments is shifting from channel connectivity to ecosystem and rule-building. As the scope of overseas wallet interoperability expands and security mechanisms for agentic payments gradually improve, the payment experience of inbound tourists and SMEs may continue to improve, and the progress of related pilots is worth watching.
