The General Office of the Ministry of Industry and Information Technology (MIIT) issued the "Notice on Launching a Special Action for Cultivating Artificial Intelligence Application Service Providers" on August 31, announcing the formal commencement of a special action aimed at systematically cultivating AI application service providers. The notice clarifies that the special action will center on establishing a national service provider resource pool as its core lever, with the goal of increasing the number of service providers within the pool to over 2,000 by the end of 2026, and further expanding it to no less than 3,000 by the end of 2027, thereby constructing a multi-tiered service ecosystem with a rational structure and collaborative innovation.

The background for this special action stems from thoroughly implementing the decisions and deployments of the Party Central Committee and the State Council regarding the implementation of the "Artificial Intelligence Plus" initiative. The notice explicitly states that AI application service providers are enterprises or institutions that provide users with full-chain services, including intelligent solution consultation, delivery, operation, and security governance. MIIT hopes to forge a professional team that not only understands industry pain points but also comprehends technical principles and possesses safe delivery capabilities through this initiative, thereby supporting the implementation of applications in complex scenarios.

Regarding specific tasks, the notice proposes four key measures. The primary task is to establish a service provider resource pool, requiring regions to investigate local service provider situations and organize them into archives. The notice particularly emphasizes that provinces with jurisdiction over national AI industry innovation application pilot zones must have no fewer than 100 companies in their resource pools by the end of 2027. MIIT will compile national information to form a unified resource pool and release it at an appropriate time.

Secondly, the action will focus on enhancing the level of service supply. MIIT encourages service providers to form "AI Application Service Teams" such as "Model-Data Resonance" and "Computing-Electricity Coordination," uniting upstream and downstream entities of the industrial chain to create integrated solutions. At the same time, it supports service providers in tackling technical challenges such as hardware-software adaptation and multi-model collaboration, and guides them to embed requirements like network security and data security throughout the entire process, achieving a shift from passive response to proactive prevention and control.

The third core task of the notice is to promote the large-scale application of AI services. MIIT plans to guide service providers to encapsulate modular, standardized "small, fast, light, and accurate" solution products, and conduct supply-demand matching through platforms such as industry alliances and industry associations. Notably, the notice explicitly mentions exploring models such as "first-purchase, first-use" and "risk compensation" to increase procurement efforts for cutting-edge AI services like large models, intelligent agents, and tokens, thereby directly improving the quality and efficiency of industry applications.

To ensure the smooth implementation of the special action, the notice details work arrangements and organizational safeguards. Regions must submit their local service provider resource pool information by December 1, 2026, and submit summary reports by December 1, 2027. MIIT will establish a regular tracking and evaluation mechanism and provide preferential support in policies and projects for regions with effective implementation. Additionally, MIIT will establish an online resource pool platform at an appropriate time and encourage universities to jointly build training bases with leading service providers to cultivate composite application talents.

The implementation of this special action is expected to significantly accelerate the transformation process of AI technology from research and development to industrial applications. By constructing a vast network of service providers and a standardized service system, it is anticipated to lower the threshold for intelligent transformation, especially for small and medium-sized enterprises. From a broader perspective, this initiative aims to create an AI application service ecosystem with full-factor collaboration and full-chain integration, providing solid market-oriented service support for the in-depth implementation of China's "Artificial Intelligence Plus" strategy.
