The 2026 World Intelligent Connected Vehicle Conference opened on October 21, and Guo Shougang, Director of the First Department of Equipment Industry of the Ministry of Industry and Information Technology, released a report at the conference. As of the end of August this year, about 61 million passenger cars in China were equipped with combined driving assistance functions, of which about 15 million had navigation-assisted driving functions. Autonomous driving functions are accelerating their installation in vehicles, further consolidating the foundation for the large-scale application of intelligent connected vehicles.
Guo Shougang said that China has formulated and issued a number of important national standards, including those for combined driving assistance systems, autonomous driving systems, automatic emergency braking systems, and vehicle information security. The relevant standards provide a solid technical basis for technology research and development, testing and validation, industry regulation, and large-scale application. The continuous improvement of the standards system helps enterprises clearly define safety boundaries in product development and road application.
Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology, said on the same day that China's intelligent connected vehicle industry has achieved phased results and is currently in a critical window period in which technological breakthroughs and commercialization are being advanced in parallel. As intelligent connected vehicles accelerate their move into real-world scenarios, higher requirements are being placed on the intrinsic safety of products, system reliability, cross-domain collaborative governance, and alignment with international rules. Balancing development and security and promoting the coordinated progress of technological innovation and industrial application have become a common proposition for the global automotive industry.
Xin Guobin said that the MIIT will deepen cross-sector collaboration and integration, steadily and orderly expand scenario applications, prudently advance pilot programs for intelligent connected vehicle access and road operation, and accelerate large-scale demonstrations in key autonomous driving scenarios. China adheres to safety first and innovation-driven development, and will steadily promote technological innovation and high-level opening up on the basis of firmly upholding the safety bottom line.
In terms of specific measures, the MIIT will focus on key areas such as energy and power, intelligent chassis, and intelligent connected systems, support leading enterprises in taking the lead in establishing innovation consortia, and accelerate the construction of a new-generation intelligent connected new energy vehicle technology system. At the same time, it will promote the renovation and upgrading of connected infrastructure, thoroughly implement the "vehicle-road-cloud integration" pilot, and promote the deep integration of automobiles with information and communications, energy, transportation, and urban governance.
In terms of industry governance, the MIIT will improve the modern governance system, ensure the publicity and implementation of mandatory national standards for autonomous driving, and accelerate the development of standards in key areas such as automated parking, operation monitoring, and data security. The special action for improving automobile quality will be implemented in depth, further standardizing market competition order, and promoting the effective alignment of domestic standards with international rules. With the expansion of pilot programs and the implementation of standards, the large-scale demonstration and commercial application of intelligent connected vehicles are expected to further accelerate.
